Path to nowhere

This path was built some months ago now and was finished ages ago. I pass it very often but it's one of those places it's not really possible to stop. The blue building in the background is Inshes Primary School which is one of Inverness's newer schools. I assumed the path was for the benefit of pupils attending the school but who live in Drakies, a housing estate a few hundred yards behind me. Or it possibly also goes to the houses visible behind the school.I'm standing on Inverness's northern bypass or ring-road (behind camera) which is very busy but there's traffic lights for a pedestrian controlled crossing just about 50 yards along and on the far side a well-established path takes walkers across a field to Drakies. As you can see the path to Inshes is unusuable because it has been gated off. I'm not at all sure why and as it must have been quite a costly project it seems a waste of money. Perhaps they are intending to put extra safety measures in place, such as railings, on the bypass to make sure people walk the few yards to the controlled crossing. For now there's a white elephant in the field.
