Poison

Bad day today. Took Spike for a walk, down to the lake. As he ran along the path he suddenly stopped and began to sniff , I stopped and looked and saw he had found this. I stopped him from eating it and looked more closely. It is Dry dog food, with something in the middle, It looks like Slug or Rat Poison. What sort of person does such an act????
