No its a fence.
This is innovation at work, when we had the little sheep here one of them decided the grass was greener on the other side and stepped through the fence as if it didn't exist.
Houdini has now moved on to pastures new but the makeshift fence is still in place.

Don't even ask about the shovels :-)
