Wieluń, the town that history forgot, until recent

The inscription says:

'On 1st September 1939, at 4 40, with the attack of German Luftwaffe on Wieluń, the II World War started. The bombs ruined a 700 years old town. To commemorate almost 1200 inhabitants who died in the rubble of bombed houses and a hospital."
