Coventry Road Works

These road works on the way into Coventry have been going now for at least 18 months and they are due to be finished Autumn 2016
It is costing 106 MILLION and I'm not taking pretend money,so why is every other road in the country full of potholes?
And what the hell are they doing that it takes that long?
