... to adopt the 'belt and braces approach' to keeping one's head warm, this chap, spotted in the library, was doing so. He was wearing a hood, from his hoodie, with a woollen hat on top of it. If that was not sufficient to withstand the admittedly wild weather, he had a Tilley-style brimmed hat hung round his neck in case of emergencies.
