Not very welcoming

Saw this near the local College in Glenrothes. Clearly history here, but can you do that? Do students have to pay attention to it? Are you not allowed to park as normal in these modern, wee schemes, sorry, estates? What would they do if seine did? How would you know it was a student? Who would you complain to and what could they do?
