Blocked footpath

Just a short walk today- 4 miles , 10,600 paces mostly on the Tunbridge Wells Circular.  Who is responsible for keeping footpaths clear?  This blockage is fairly major. I am in Kent;  is it Kent County Council, Tunbridge Wells Council or the land owner?
