This is thankfully just an Art Installation on Waterloo Bridge.

It's a cold war era Surface to Air Missile that would have been used as the last line of defence in the event of Nuclear Attack. It's job to shoot down (All/Most/Some/A Few/A Couple) Russian Bombers...

Crazy stuff... they only put them away in the 1990's
