Water feature

The riverside walk not far from our home has this water feature as part of the beautification of the area. It's illuminated at night as the walk attracts many people either walking, jogging or cycling at any time.
I noted that one of the spouts was malfunctioning but I guess only a minor detail.
The seagulls appear to be waiting for a fish or two to swim by. Could be a long wait.
