Making their voice heard!

I spotted this on an old railway track earlier today. I initially walked by it, and then returned to snap it for a blip.

I got to wondering why someone would have the motivation to write this. 

Maybe they have had a bad experience with the police? Maybe an injustice was done? Maybe this is a family view handed down and based on no real facts. Maybe it's what they've watched on the TV news? 

Who knows...but it got me thinking.
