Maybe it broke down? Crashed? (though that brings the question how?) If it wasn't in the middle of nowhere it would definitely have an expensive parking fine... Friends and I were in Hanmer for my 17th birthday and found an abandoned van that we had to explore - there was a rather cool carriage as well - the horse nut of said friends says it was horse drawn (I didn't look that closely...)
