Tamarack?

I am not at all sure what this is. Our neighbor planted three of these trees a couple of years ago. He told me at the time what they were. He said they reminded him of Dr Seuss trees. I think he told me the proper name but I forget. The leaves and flowers look like larch and it may be Larix laricina. The only problem is that larch is deciduous and these trees are not. Has anyone any ideas?
