Sussex Downs

I feel I should know what this is and I'm sure someone will tell me (I hope).  We saw several trees covered in this on our walk on Sussex Downs today. We had a cream tea (minus the cream as their fridge had frozen!) so needed the walk to burn off some of the calories.
