Monster?

There is a children's cartoon which I must have watched dozens of times - clearly without paying any attention - in which a monster/dinosaur turns out to be a digger like this. I am now frustrated trying to remember what it was. Kipper?

Anyway, this one is taking a day off from reinforcing the banks of the Ouse. Judging by where the work is being done, they seem to be fighting, Canute-like, the geophysical process which eventually forms oxbow lakes. And one can be pretty sure that in the long run water will beat humans, even ones with yellow diggers.
