East Quarry Pier

A few months ago the old crumbling sheds on the  pier at Kingoodie on the Tay were demolished and a few weeks ago work started on clearing the site. Suddenly this metal frame has been erected a few feet above the waterline.

Intrigued I have looked at planing permission. Planning was first applied in 2008 with 44 objections (I presume almost every home in the village) which makes sense as it will be in everyones view. A few times thrown out but a dwelling house has been permitted. I presume it will be stilted to get over flooding risks & going on the pic above.
