Wood-carved oriental figure

I would like to be able to give this a name and attribute a country of origin, but cannot.
This belonged to my mother, and I believe it is Japanese, though not 100% sure on that.
The figure resembles "father time", but that is as far as I can speculate. Suggestions would be welcomed, thanks.
