A Funny Find

Found this funny thing in the park.

After a little detective work, I narrowed it's identification down to 3 remaining options:
1) someone's toupee blew off in the wind.
2) a famous scientist had his work on genetically modified grass stolen by an international spy who accidentally dropped it when a masked woman began to chase him.
3) cress was growing on a paper plate and it wasn't wanted anymore.

I'm undecided.
