by the landscape painter Chaloner Surtees (1772 - 1826).  Born in Shotley Bridge, Surtees  moved to London, where he came under the influence of Calcott.  This painting dates from his most prolific period, and is one of a number of paintings of Durham.  It is now in a private collection.
