Build me up? Knock me down?

A long old day at work and I decided that I fancied a bit fresh air in my lungs this evening, so I ventured out to stretch my legs.
Behind the hedge along Roman Road I noticed this 'building' but couldn't quite work out if it was being built or demolished.

A bit of a weird day with a surprising phone call not long before I left.
