Infirm fountain

This fountain has been running away by itself for at least 10 years that I know of. For the first few years there weren't even any building there but the fountain founted away regardless. I wonder who was/is paying for it? At least the reeds have grown up nicely in that time. I even saw a Reed Bunting so I shouldn't complain too much.
