North Sea Oil under threat?

Is North Sea Oil under threat? If so is it the Scottish or British Government making the threat? Certainly this cannon in Peterhead harbour seams to be aimed directly at the Fugro Saltire, an offshore survey vessel servicing the North Sea. Could it be some company has not paid its tax or duty and the vessel is being held under threat by the Customs. Since the vessel is Norwegian there would be something of a diplomatic incident were the cannon to fire.

It was a day with a mix of sunshine and cloud. The sun was warm, but the wind was not. The angle of tho photo was to ensure the cannon appeared to be pointing directly at the ship.With a straight on view some adjustment to the aim of the cannon might have been required, it was certainly going to miss the superstructure. As it was the only thing that fired while I was there was my camera, appropriately enough a Canon.
