Bad weather

The weather used to be pleasant on May in Sao Paulo. Clear sky, dry and mild temperature (18 - 25. C). Unfortunately, this year the weather is much different - cold (13 - 17. C), mostly cloudy with some drizzle. Who can forecast the weather?
