Complicated

I get stopped for at a random breath testing station on the way home from the pub. I've had a drink, but am well under the limit. My licence must be checked, to make sure I am fully licensed and therefore permitted to have a slight BAC. This little note on the back confuses the policeman. I got my full licence on the last day of my Ps, so this note applied for just one day.

All very confusing.
