A little bit of history - this is an unusual 3 way bridge and rather old. The little buttresses are from horse and cart day when the axles protruded  so could hit the parapet before the wheels did so to avoid damage the little buttresses were used to keep the wagon/cart far enough from the wall. Sadly on the other side of the road someone has hit the wall recently and not only cracked the brickwork but shoved it over a bit too. Methinks the car or lorry would have had quite a bit of damage.
