Unofficial hospital car park

Our hospital is about 3 miles out of town and actually charges more to park than some parts of the town centre. Consequently this nearby quiet road has become a very unofficial parking place, a convenient gap in the hedge providing a shortcut. Attempts have been made to stop this, but somehow the gap keeps reappearing.
