Cookie Monster Cupcake

My mum ran a playgroup fayre in her local church to raise funds for the Playgroup that she is part of. In amongst the cake stall, there was a handful of amazing Cookie Monster Cupcakes. I honestly haven't had a nicer cupcake ever.
