BUG on BEE BALM

This little skipper is the only insect I saw today - other than some long-legged spiders or hover flies.  I have several flowers & flowering shrubs in the yard, but this year there are no bees or butterflies.  (Had one cabbage white the other day, but that's all.)  We haven't sprayed any insecticide so I can't figure it out.  If I find one insect, I'm lucky for that day's blip, but there certainly aren't ever two to chose from.  Even the birds are scarce this summer - after a nice selection last year.  Can't figure it out, but hoping it soon changes for the better.
