Are these bells or speaker horns?

I have walked past this "bell tower" on many occasions but ever thought to photograph it,  In desperation, realising that time was running out for the daily blip, I pointed the camera and snapped. Only when I got home and looked at the image did I realise that behind the louvred panel was a set of bells (or speaker horns).  I've never heard them "chime" so can't confirm audibly and zooming in doesn't seem to help much.
