Endless Roadworks 179/365

This is the A38 at The Splatford Split near Exeter.  Last year the Highways Agency decided to start work on the road to remove a bottleneck.  It took 35 weeks of contraflows and average speed cameras and was a serious nuisance.  They finished the main roadworks at Easter... and then merrily put up a new sign with more delays, crazy contraflows and enforcement... until god knows when.  What are they doing exactly?  Well not much, it seems to be something to do with the central reservation, but who can tell when there's hardly ever anyone working there!  The road's bascially done except it isn't usable because the entire workforce are elsewhere and unable to finish it.
