Chinese Dogweed?

I failed to capture the scale of this very large weed/plant/flower. Nor have I a clue what it is. My son and I saw it on our walk through the Park this morning; it's growing by a small stream. He is adamant it's Chinese D'weed. And he's been both right and wrong before. I wonder if anyone can confirm?
