It is a slow(ish) exposure of a wave gently lapping the shore at sunrise. 

A tripod may even have been involved. 

But it was part of a commission. 

In exchange for a fine week in the sunny(ish) south east (everything is relative, it is after all the sunny south east of Ireland).
