Demolition job?

This has been my view from the hotel where I have been staying on and off for the last 13 weeks.

The tower block is inhibited by one family (and a lot of pigeons)

At night it is always just the one flat with lights on .. Definitely no other sign of life! Ever!

I'm suspecting a legal battle which does not allow demolition until the final residents see fit to move out ....!?
