A Feather?

Took this shot of a tiny feather on a leaf in the garden, but when i put it onto my computer I realised it looks more like some kind of insect.  I googled 'fluffy white insect' and got lots of results  Apparently there is a fluffy aphid that looks very similar to my shot.  Perhaps I am getting excited about nothing and it is a tiny feather, maybe someone can help.me identify it.
