WTF?

I've driven past this "object" many times on my way to Caps games downtown. It appeared a few months ago and when I first saw it my immediate response was WTF?
I realise that "art"and beauty are in the eye of the beholder but the knowledge that BC is the marijuana capital of the world just may have influenced my judgement that perhaps a drag or three was being enjoyed when this idea came to life.
If you want to know more about this,  fill your boots . Personally, I think it's embarrassing to the city, it's fucking ugly!
