Getting caught?

Some envelops have somewhat unusual messages. This one was sent to me to inform something about TV licensing that I was not quite sure of, but then it was resolved thanks to my British flatmate. I don't really understand what the message means even now. The sender intended to tell me this was not a big deal I guess?
