Penguins in Vietnam

For some strange reason at tourist attractions (in northern and central Vietnam at least) penguins serve as rubbish bins. You can be in a cave at Halong Bay and there's a penguin for your rubbish. Ditto at national parks. Always struck me as sad and indicative of Vietnam's attitude to animals. Most wildlife here has become extinct or is on the edge...
Despite the odd penguin tho rubbish is everywhere.....
PS. My alternative blip image for today was two puppies chained to a pole with plastic bags and rubbish all around them.
