Very pressed for time today so a trip into the Alpine house was all that could be managed.
This may be Cephalocereus senilis, Old Man Cactus. They grow in desert conditions and the purpose of the hairs is to protect the surface of the plant from the direct rays of the sun and thus reduce water loss. I find them fascinating and easy to grow but hard to flower in English conditions.
