Security measures

In particular since January, Paris has heightened its security measures in the program called "Vigipirate": a sunny autumn weekend visit to Luxembourg Gardens includes passing by this line of special police-force mini busses, and innumerable armed police in uniform at every entrance to, and indeed throughout, this large city park.

The effect is indeed security, and not threatening.
