This is the water pump that all people in Reykjavík used before there was a utility to distribute the water through pipes to the homes. It is protected so this business had to build around it. 
We invested in a high pressure cleaner, but we did not buy the hose to provide the water, so we can't use it just yet. On the other hand it was raining so much that we didn't want to go out and do any cleaning any way.
