Not a good sight!

Looking down into a tributary of our local river, I noticed all these balloons left over from a nearby festival, I think. There is more in the tree waiting to fall in. I fear for the local wildlife. When the balloons burst, they will be small pieces of rubber, like plastic. I have been trying to find an email contact for our local waterways to let them know.
