Might be an idea but could also be a double edged sword. With around a quarter of the Scottish population needing this type of help it might just come to that.

Investing in learning means investing in the country-why is that a complicated idea?

True leaders don't invest in buildings. They invest in people.  Why? Because success without a successor is failure.  So your legacy should not be in building programmes, or projects: your legacy must be in people.
