Diminishing returns

Only two of us for tea tonight - Ben has gone on a Geography field trip (Martin working away and James at Uni).  Despite a constructive and reassuring day I had no blip tonight and felt rather uninspired.

Until I saw this in the cutlery drawer.

So who can identify it's purpose? 
Clue: All three children got one for Christmas about 3 years ago.
