Budget Guggenheim

Watford today, and it seems the entire town is made of multi storey car parks. I have a similar photograph, taken years ago, of the New York Guggenheim's facade, and now I can't quite decide whether car parks are architecturally inspiring, or if Frank Lloyd Wright was just having a really bad day, and cynically decided that modern art belongs in a car park.
