A lack of berries

There have been very few berries on our Rowan Tree this year, it flowered well but didn't set seeds for some unknown reason. Perhaps a cold spell in spring and a lack of insects. The few that are there are gradually being eaten by the birds, which is what we planted it for, along with the foliage.
