Rain comes down, river goes up - simples.

It's not unusual for prolonged heavy rain to cause the river to overflow its banks onto the footpath and beyond. This has the effect of clearing the path of leaves, debris and sometimes the path surface. Still this is what flood plains are for and not for building houses!
