Double Bluff? (186/366)

I can't decide whether this van is a brilliant advertising double bluff, or a cast iron indication that the business should be avoided. After all, is the van an example of unfinished business? Is the owner so busy finishing his clent's business that he doesn't have time to attend to his own?
