"P" for Pre emissions test or "P" for P Plater ?

This VW would have been manufactured prior to the emissions testing but the P indicates a driver is on a Provisional Licence . These are mandatory for those learning to drive as a step towards a full licence .
Even though they have extensive driving restrictions it is unfortunate that a lot of incidents and accidents involve the P platers , as they are commonly known .
Now off my high horse and back down to earth !
