Modern day rickshaw

I saw this bike and decided I had to investigate more. 

It is in fact a child carrier. It doesn't look completely safe to me - there wasn't much padding going on in the capsule - just a little bench, seatbelt and a cycle helmet.

Maybe I'm being taken in by the health and safety hype!
