Mystery Bird

Went to Souter Lighthouse today. Hid from the rain inside after arriving but did venture out a bit later when the rain had stopped. It was still rather cold and windy though.
Walking along the path outside there was a large bird of prey that was flying quite low over the ground and occasionally dropping down to the ground.
I think it might be a hen harrier, but I'm not at all sure.
